ELKHART — Production is expected a lot sooner than expected on the Think City electric car.

The lights are out and no one is home. But, there's a reason several cars pulled into the empty parking lot outside a former RV parts factory. It's because of a sign that signals change is on the way.

"The community needs it," said Lawrence Friesner.
