California Sues Federal EPA For Unlawful Interference With State Environmental Regulations

California filed a lawsuit against the federal EPA, accusing it of unlawfully interfering with the state's ability to enforce its own emission standards. The conflict arose after the EPA reclassified four of California's Clean Air Act preemption waivers as "rules," making them subject to congressional disapproval under the Congressional Review Act. Attorney General Rob Bonta argues these waivers are final orders, not rules, and vows to defend the state's 50-year authority to combat pollution.
