The specialized hydrogen system—fuel‑cell modules, dedicated station, trucked hydrogen, long maintenance contracts—is underused and costly. With only 4 of 14 trains operating and major recapitalization due by 2029–2032, the state is likely to shift to battery‑electric trains already planned for deployment, making hydrogen a poor candidate for further investment.
